WASHINGTON — Maryland Congressman and Majority Leader Steny Hoyer joined with other House Democrats in announcing support for a bill to address, what they say, are problems created by a 2013 Supreme Court ruling involving the Voting Rights Act. The Democrats say the high court’s decision served to open the door to voter discrimination so they’re backing legislation intended to tighten regulations.
